Merkley commented on the article related to “brain drain”. This year, Brookings Health also lost some long-time dedicated staff to early retirement and with that came the loss of their knowledge from an historical perspective. Team tenure is a significant determinate of the cost and quality of healthcare and leadership is working hard to replace those who retired within Brookings Health System.

Executive Reports
CEO Report
Merkley noted the Employee Giving Campaign for United Way and Brookings Health System Foundation has been taking place during the month of October. The rate of participation appears it will be similar to past years. Open enrollment for benefits also kicked off this month for all benefit eligible employees. New this year, our self-funded health plan will be administered under the Wellmark network.
CFO Report
Wagner shared insight on CDI (Clinical Documentation Improvement). The quality initiative started in April 2020 to perform concurrent review of physician documentation prior to inpatient discharge. The goal of the review is to allow coding of the account to accurately represent the care that was provided to the patient based on the patient’s diagnosis and complicating factors. CDI has proven to positively impact reimbursements. Wagner also provided an update on the FY23 Operating Budget which will be finalized in December.
CNO Report
Hillestad provided additional information on the new pain clinic opening on November 2 in the Health System Outreach Clinic. Brian Kvamme, CRNA, completed additional training at the University of Florida in acute and chronic pain management. Kvamme is one of the few providers across the Midwest with certification in Non-Surgical Pain Management (NSPM-C). The pain clinic will be held once per week on a referral basis only. Hillestad also elaborated on current patient experience initiatives which will focus on two important tactics: physician rounding and employee rounding. Karen Weber, Emergency Department and Wound Center Director, will lead the initiative.

Administrative Committee
Committee member Englund provided a report; the Administrative Committee met on October 18, 2022. Topics of discussion included Yorkshire Medical Building, Medicaid Expansion, Travelers Insurance/FEMA, Vision Brookings 2027/BEDC, BHS Market Adjustments, FY23 Capital Budget, AHA Rural Health Care Leadership Conference, SDSU Recognition/Investment, Physician Appreciation Event, 2023 Meeting Dates, and CEO/Board Evaluations.
Finance Committee
Committee Chair Anderson provided a report; the Finance Committee met on October 18, 2022. The committee reviewed and approved the payables, adjustments, and financials for September. Other topics of discussion included a Cash Flow Update and FY23 Capital Budget. Members reviewed the proposed 2023 Capital Budget; total capital requests are set at $1.8M and Contingency Items identified for equipment that may need to be replaced total $187k.
A motion was brought forward from the Finance Committee recommending approval of the FY23 Capital Budget as presented. The motion was seconded by Englund.
Action: All present voted in favor; motion carried.
Quality Committee
Committee Chair Krogh provided a report; the Quality Committee met on October 18, 2022. Revenue Cycle Director, Mellissa Heermann provided an overview on Performance Improvement Projects taking place in the Revenue Cycle department. Other topics of discussion included Promoting Interoperability and Clinical Enrichment Program and Inspiring Health Sponsorship recruitment efforts.

Medical Staff Credentialing
A motion was made by Ellsworth, seconded by Meyer to approve all credentialing as recommended by the Medical Executive Committee.

2023 AHA Rural Health Care Leadership Conference
Merkley shared the American Hospital Association (AHA) Rural Health Care Leadership Conference will be held February 19–22, 2023, in San Antonio and encouraged board members to attend if schedules allow. Registration is now open with the early bird discount deadline of December 9. Please contact Wiig if you are interested in attending.
2023 Board Calendar
Proposed board and committee meeting dates for 2023 were reviewed. As in the past, the proposed calendar reflects meetings will not be held in the months of May, July, and November.
CEO/Board Evaluations
Anderson informed members information will be shared soon on the annual Board and CEO evaluations. Timely return of forms will be necessary to compile information for the December 13 Administrative Committee meeting and report out at the December 19 Board meeting.
EXECUTIVE SESSION
A motion was made by Ellsworth, seconded by Englund to enter Executive Session at 5:50 p.m. pursuant to SDCL 1-25-2.1. Members present were Peterson, Anderson, Darnall, Englund, Ellsworth, Greene, Krogh, Meyer and Morgan. Motion carried unanimously. A motion was made by Ellsworth, seconded by Englund, to exit Executive Session at 6:10 p.m. Motion carried unanimously.
