SUMMARY OF THE AREA OF JOINT ZONING AUTHORITY LAND USE PLAN FOR
BROOKINGS COUNTY AND THE CITY OF BROOKINGS, SOUTH DAKOTA
A joint public hearing was held by the Brookings County Planning and Zoning Commission and the City of Brookings Planning Commission on November 1, 2022 at 7:00 p.m. in the Brookings City & County Government Center and the Brookings City Council, and the Brookings County Board of County Commissioners on November 15, 2022 at 6:00 p.m. in the Brookings City & County Government Center. On November 1, 2022 the City of Brookings and Brookings County Planning and Zoning Commissions recommended approval of the Area of Joint Zoning Authority Land Use Plan for Brookings County and the City of Brookings, South Dakota. Further, on November 15, 2022, the Brookings County Commissioners and Brookings City Council voted to accept the Area of Joint Zoning Authority Land Use Plan for Brookings County and the City of Brookings, South Dakota. The following is a summary of the planning process and the Area of Joint Zoning Authority Land Use Plan for Brookings County and the City of Brookings, South Dakota.
SUMMARY OF PROCESS
The Brookings County Board of County Commissioners adopted its Brookings County Land Use Plan on February 9, 2016 and amendments thereto for the unincorporated areas of Brookings County. The City Council of the City of Brookings adopted the City of Brookings Comprehensive Land Use Plan on April 24, 2018 and amendments thereto. The Planning Commissions of the City of Brookings and Brookings County recommended that those plans be the basis for zoning regulations in the proposed area of Joint Zoning Authority.
SUMMARY OF COMPREHENSIVE PLAN
The primary objective of this study was to identify where and how future growth outside of the corporate limits of the City of Brookings, and within Brookings County should or should not occur. Both Brookings County and the City of Brookings, have developed planning policies in the form of goals, objectives, and policies as basis on which future land development is to take place. The City of Brookings, in its Comprehensive Land Use Plan and subsequent amendments identify where, when and what types of land usage should be encouraged in areas surrounding the City of Brookings. Further, Brookings County has identified the same area as an Area of Development Transition in which certain types of commercial, industrial, and residential uses may be allowed and at densities not accommodated in other portions of the county. It is the intent of the City of Brookings and Brookings County to use the land use planning and development policies adopted by the existing City of Brookings and Brookings County Land Use Plans and the Future Land Use Map of the Brookings County as further refined by the Future Land Use Maps adopted by the City of Brookings Land Use Plan and subsequent amendments as a basis for land use development within the proposed Area of Joint Jurisdiction.
The adopted comprehensive plan is available for public inspection at the Brookings City & County Government Center, in the County Finance office during regular business hours and in the Brookings City Clerk’s office during regular business hours. The Area of Joint Zoning Authority Land Use Plan for Brookings County and the City of Brookings, South Dakota becomes effective 20 days after this publication.
