Brookings City Council

July 12, 2022

 

The Brookings City Council held a meeting on Tuesday, July 12, 2022 at 6:00 PM, at the Brookings City & County Government Center, Chambers, with the following City Council members present:  Mayor Oepke Niemeyer, Council Members Joey Collins, Holly Tilton Byrne, Wayne Avery, Brianna Doran, and Bonny Specker.  Absent:  Council Member Nick Wendell.  City Manager Paul Briseno, City Attorney Steve Britzman, and City Clerk Bonnie Foster were also present.

 

Agenda.  A motion was made by Mayor Tilton Byrne, seconded by Council Member Doran, that the agenda be approved.  The motion carried by the          following vote: Yes: 6 - Niemeyer, Collins, Tilton Byrne, Avery, Doran, and Specker; Absent: 1 – Wendell.

 

Consent Agenda:  A motion was made by Council Member Collins, seconded by Council Member Doran, to approve the Consent Agenda.  The motion carried by the following        vote:               Yes: 6 - Niemeyer, Collins, Tilton Byrne, Avery, Doran, and Specker; Absent: 1 – Wendell.

A. Action to approve the June 28, 2022 City Council Minutes.

 

FIRST READING – Ordinance 22-026.  Introduction and First Reading was held on Ordinance 22-026, an Ordinance Amendment Section 16(F) of Ordinance 21-028, and Pertaining to Prohibited Locations for Licensing as Medical Cannabis Establishments in the City of Brookings.   Public Hearing and Action: July 26, 2022.

 

Ordinance 22-023.  A public hearing was held on Ordinance 22-023, an Ordinance to Rezone a portion of 3707 Main Avenue South from a Joint Jurisdiction B-3 to a Joint Jurisdiction R-3A.  A motion was made by Council Member Tilton Byrne, seconded by Council Member Specker, that Ordinance 22-023 be approved.  The motion carried by the following vote:                         Yes: 6 - Niemeyer, Collins, Tilton Byrne, Avery, Doran, and Specker; Absent: 1 – Wendell.

 

Ordinance 22-024.  A public hearing was held on Ordinance 22-024, an Ordinance to Permit by Conditional Use a Mixed Business / Residential Use on Lot 13A of Block 2 in Folsom’s Addition, also known as 129 Main Avenue South.  A motion was made by Council Member Doran, seconded by Council Member Collins, that Ordinance 22-024 be approved.  The motion carried by the following vote: Yes: 6 - Niemeyer, Collins, Tilton Byrne, Avery, Doran, and Specker; Absent: 1 – Wendell.

 

Ordinance 22-025.  A public hearing was held on Ordinance 22-025, an Ordinance to Rezone Lots 1 - 8 in Block 4 of Hill Park Addition from a Residence R-2 Two-Family District to a Business B-2 District.  A motion was made by Council Member Specker, seconded by Council Member Doran, that Ordinance 22-025 be approved.  The motion carried by the following vote:     Yes: 6 - Niemeyer, Collins, Tilton Byrne, Avery, Doran, and Specker; Absent: 1 – Wendell.

 

Commercial Corridor Design Review Overlay District Site Plan.  A public hearing was held on a Commercial Corridor Design Review Overlay District Site Plan for 129 and 133 Main Avenue South.   A motion was made by Council Member Avery, seconded by Council Member Doran, that the Commercial Corridor Design Review for 129 and 133 Main Avenue South be approved.  The motion carried by the following vote: Yes: 6 - Niemeyer, Collins, Tilton Byrne, Avery, Doran, and Specker; Absent: 1 – Wendell.

 

Adjourn.  A motion was made by Council Member Tilton Byrne, seconded by Council 

            Member Collins, that this meeting be adjourned at 6:26 p.m.  The motion carried  by a unanimous vote.
